Keep opportunity-level statuses

Record learner, assignment, due date, extension, excusal, receipt time, and qualifying-submission decision.

Use the same roster and assignment window when comparing classes or periods.

A submission rate does not measure quality, originality, or mastery; link those questions to assessment evidence.

Late corrections to excusal or receipt status should update both numerator and denominator from the underlying table.

Separate system-generated practice, optional enrichment, and graded requirements before constructing due opportunities. Inflated activity lists can make a legitimate submission record look incomplete.

At the learner level, repeated missing work from a small group calls for a different response than isolated missing instances spread across the class, even when the aggregate rate is identical.

For trend reporting, keep the assignment set comparable. Adding many small practice tasks can lower or raise the opportunity-weighted rate even when major-work participation is unchanged. Where task types differ materially, provide separate counts or a clearly defined required-assignment subset rather than an unexplained combined percentage.

Course and learner views answer different questions

The opportunity-based rate summarizes all assignment instances. A learner-level measure, such as the share of students submitting every required assignment, can be much lower and should be calculated separately.

Choose the unit that matches the decision.

Build the eligible opportunity table

  • Freeze the due-opportunity table.
  • Remove approved exclusions.
  • Count qualifying submissions.
  • Investigate the missing residual.

Define what received means

A draft, empty file, inaccessible link, and complete assignment may all appear as submissions in a platform.

Choose a receipt rule appropriate to the reporting question.

Before finalizing the plan, separate punctual from late submissions.

Counts must use learner-assignment instances

Ten assignments for 20 learners create up to 200 opportunities, not ten.

Roster changes and individualized exemptions should be reconciled before aggregation.

When conditions change, return to a tool that can track completion of a course's broader task set.

From inputs to result

submission rate = submitted instances ÷ (due instances − approved exclusions) × 100

Basis: Excused opportunities leave the eligible denominator rather than becoming submitted work.

Eligible assignment opportunities

Of 240 due instances, nine are excused and 207 are submitted. The adjusted submission rate is 89.6%, leaving 24 missing.

Questions about the result

Should late work count as submitted?

Yes for receipt rate if the chosen rule allows it; punctuality belongs in a separate measure.

Do excused assignments count as successful submissions?

No. They are removed from the eligible denominator.

Can this be averaged across classes?

Sum counts first rather than averaging class percentages.
