Scope: Completion, active, withdrawn, and residual statuses are mutually exclusive at the reporting checkpoint.

A training cohort at reporting time

From a cohort of 250, 178 completions produce a 71.2% completion rate. Thirty-two remain active, 25 withdrew, and 15 have another or unresolved status.

Use a complete disposition table

List completed, active, withdrawn, excluded when applicable, failed, lost contact, and other recognized statuses before reducing them to the four inputs. Explain the residual explicitly.

A rolling-entry program may need entry-date cohorts rather than one calendar-year group so participants receive comparable completion windows.

When completion is externally verified, distinguish submitted evidence from approved completion until the reviewing body resolves it.

Fix an observation date and a permissible completion window before assigning statuses. Without them, active participants can be recoded as noncompleters merely because the report was run early.

Reconcile the residual member by member. A noncompletion percentage that contains unknown records should be labeled unresolved until data quality work distinguishes departure, failure, and lost contact.

For programs with staged credentials, define whether partial awards qualify as completion. Changing that rule can shift the numerator without any participant's underlying activity changing.

A status table should balance to the eligible cohort before the percentage is published. If members remain unclassified, show that unresolved count separately instead of allowing the calculated noncompletion residual to imply a known outcome. When several cohorts are combined, sum eligible members and completers before dividing; a simple average of cohort percentages overweights the smallest groups. Preserve each component cohort so changes in mix remain visible.

Is this the same as graduation rate?

It can describe programs that do not award a degree and uses the entered completion criterion.

Should active participants be excluded from the denominator?
